Property owners who improve their own property and do the work themselves, with their own employees or with licensed contractors, do not need a contractor license, if the structure is for the owner's own occupancy and not for sale or rent. Selling or renting it, or offering to, within one year after completion is prima facie evidence the work was for sale or rent (A.R.S. 32-1121(A)(5)). (source: Arizona State Legislature)

Glendale requires owners doing their own residential work to sign a verification that they are actually doing the work. (source: City of Glendale Building Safety)

Goodyear says owner occupants do not need licensed contractors, though plans and permits may be required; owners who rent the house out must use licensed contractors and get permits. (source: City of Goodyear Development Services)

Even when no license is needed, most cities still require a permit for the work. See the city pages.
